Was this Terry Frisk lawful?

   It is a 4th Ammendment Violation.  According to the written report, the item had to be manipulated to determine what it was.  Also since the write up was in reference to a "Terry Frisk", if it was plainly not a weapon, it is not admissible.  At least the Crack head did not get to smoke his rock that night
